When the discount designer department store on Nicollet Mall closed in January, only to be replaced this year by an upscale Walgreen's, downtown shoppers wept for the loss of their half-price Louboutins. Ten days later, they rejoiced when Saks owner Hudson's Bay Co. announced it would become the anchor tenant in the Minneapolis City Center. The location (set to open April 2016) will now be one of two Saks OFF 5th stores in the metro; the other is at Twin Cities Premium Outlets in Eagan.
